Сертификат происхождения – это документ, assuring that products intended for export outside the country are manufactured in the Russian Federation from Russian raw materials or processed in the member state of a free trade agreement. It is necessary that the origin of the products be officially confirmed. A certificate is not required in the following cases:
- if the goods exported for Russian territory are declared to the customs international transit regime;
- if the total value of goods that pass through the border and were sent in one way, by the same sender and to the same address, no more than 20,000 rubles;
- if the products cross the border with the help of individuals for their personal needs.
Forms
Most often three forms of thisdocumentation - general certificate of origin, form "A", "ST-1". The latter is required for goods exported to the states that are part of the Commonwealth countries (Ukraine, Uzbekistan, Tajikistan, Moldova, Kyrgyzstan, Kazakhstan, Belarus, Armenia, Azerbaijan). Its issuance is governed by the Agreement on the Creation of Free Trade Zones. Form "A" is required for all types of goods that are exported to the United States, Yugoslavia, Turkey, Canada and the European Union countries (Malta, Luxembourg, Cyprus, Estonia, Slovenia, Latvia, Lithuania, Ireland, Finland, Slovakia, Denmark, Bulgaria, Austria , Sweden, Hungary, Czech Republic, Portugal, Belgium, Greece, Netherlands, Romania, Poland, Spain, Italy, Great Britain, France, Germany). The certificate of origin of the general form is required for products exported to countries for which the effects of others do not apply.
Kinds
Russian CCIs are issued several types of certificates:
- Form "A";
- Form "ST-1";
- General certificate;
- certificate of origin for textiles imported into the EU;
- certificate for certain types of furs exported to the EU;
- Certificate for steel products imported into the EU.
Documentation
In the event that the certificate of origin "СТ-1" is not(there are no required seals and signatures, there are uncertified corrections, blots, erasures, certificate details do not allow to establish their attitude to the declared goods), or signs of unreliable information have been found, the customs authorities have the right to apply to organizations of the country that issued the certificate of origin with request to provide clarifying information or additional documents. In order to avoid such problems, an application letter with data on the quantity, net weight / gross weight and the type of packaging for all items indicated in the invoice, data on the type of vehicle to which the goods are delivered to the buyer, will be required for registration. Also necessary:
- certificate from Goskomstat of the Russian exporting company;
- Certificate of state registration of the company;
- a copy of the exporter's charter;
- an invoice or invoice from a Russian company to the buyer-importer;
- a copy of the contract;
- the document from the manufacturer - the passport for the goods, the qualitative certificate or the certificate of conformity.
