Confirmation of a RWP is a mandatory procedure for all foreign citizens who reside in Russia with a temporary residence permit for more than 12 months.
Permission for temporary residence (orabbreviated RWP) is a document that allows foreign citizens to reside in Russia for up to 3 years, freely enter and leave the country unlimited number of times, work, study and, if desired, run their own business. The status of a citizen with a RWP is temporary. It can not be extended as a residence permit. A citizen of a foreign country with a RWP does not have any privileges or pensions.
Twice for the entire duration of the RWP, a citizen mustvisit the Ministry of Internal Affairs GUMV (until 2014 the organization was called the FMS) and file a notice of their residence in Russia and the availability of funds for it.
After the issuance of the RWP, the migrant undertakes to reside in thewithin the region in which he was issued a permit, and to submit an annual notification of the confirmation of the RWP. In fact, the migrant, by his appearance, informs the migration service about his stay in the region and his well-being. A detachable voucher, which a foreign citizen receives after confirmation, will be required for him to obtain a residence permit.
After 12 months from the date of assignment of the RWPa migrant must file a notice of confirmation of his residence in the Russian Federation. To appeal to the appropriate authorities a citizen of a foreign country has exactly 2 months. This period may be increased if the applicant has unforeseen circumstances, in connection with which he had no opportunity to apply to the relevant authorities. If such a situation arises, the applicant has six months to solve all of his problems and file a notification. In addition to the traditional package of papers, the applicant also provides documents confirming the existence of special circumstances that prevented him from appearing at the Interior Ministry's GUM.
Documents are reviewed on the spot. The officer of the Ministry of Internal Affairs of the Ministry of Internal Affairs looks through the papers at the applicant, so a second visit is not required.
Confirmation of Residence confirmation on the RWPis submitted to the GUMV of the Ministry of Internal Affairs of his city at the place of residence. Important!When the place of residence is changed, the migrant is obliged to report this to the Ministry of Internal Affairs of the Ministry of Internal Affairs and formally receive a new temporary registration. Change of registration is possible only within the region in which the migrant was given a RWP. To move and obtain a new temporary registration in another region, the migrant must likewise apply to the relevant authorities and apply for the transfer of his documents to another region, specifying the reasons that prompted him to do so.

In some offices, they are required to submit a tax ID and notarized translations of passports.
Information on the form 2-NDFL must be for the lastyear or for the period of official employment of the applicant. Wages should not be lower than the subsistence minimum for the region. The employee of the bodies should make sure that you have work, not all the last year, and you will receive a salary in sufficient amount and will receive it.
If the migrant has children or other dependents, his income should be enough to cover the cost of living in the region of each of them.
The procedure for confirming the residence according to the RWP is as follows:

However, it is possible to transfer papers about confirmation by the spouse, provided all the necessary information is available in the notification and the signature of the applicant.
Confirmation of the child's RVP in the territory of Russiacertainly. For persons under the age of 18, a notification to the Ministry of Internal Affairs of the Ministry of Internal Affairs is submitted by parents, guardians or official representatives. In addition to the help on the form 2-NDFL or taxa written consent is given for the maintenance of the child by his parent or guardian. Funds received by the parent should be enough for the maintenance of two persons: yourself and the child, at the rate of one subsistence minimum for the region for each.

Acceptable options for filling:
Officially, every foreign citizen withthe status of the RWP is required to have a job to reside on the territory of the Russian Federation. If the applicant has not been documented anywhere in the workplace, he can present as an acknowledgment of the RWP an extract from the bank about the existence of an account with sufficient funds to be free to maintain interest on this amount.
In some offices of the relevant authorities, an extract from the bank is accepted with funds that total 12 subsistence minimums for the region.
Help from the bank is not officialdocument to confirm the RWP. The employee of the Main Administration of the Interior Ministry has the right not to accept it. This nuance should be known in advance at the office of your city: whether the certificate is a confirmation or not.
Full-time students, disabled and pensionersare exempt from submission of the certificate from the place of work. Instead, they must prepare the relevant documents proving their status: a certificate from the institution, a certificate of disability or a pension certificate. If their income is not enough to cover 12 subsistence minimums, their RWP will not be revoked. Like other foreign citizens, they must also present a copy and original of the passport and the completed form.
What happens if I do not give notice? A migrant who did not give a timely notice of residence in the Russian Federation will be fined in the amount of 2 to 7 thousand rubles.
Persons who do not plan to reside in the futurein the territory of the Russian Federation and are not going to register a residence permit, the notice may not be filed. In this case, they must leave the territory of the Russian Federation in the near future after the planned confirmation of the RWP.
