The federal search is declared by law enforcement bodies in the event that the measures taken by local search are exhausted, and the goals of these measures are not reached.
Federal search for criminals impliesa whole complex of actions of a different nature, namely, the internal affairs agencies conduct operational search, information, reference, and operational work, the purpose of which is to find the person being sought. In operation, the authorities use any information from the address bureau, the alarm system of all information centers of the Internal Affairs Directorate, the Ministry of Internal Affairs, and all regions that are part of the Russian Federation.
There is a category of persons who are announced immediately in the Federal Search of Russia, as soon as a procedural decision is adopted that permits the production of a search. Such persons include:
- Persons accused of committing grave and especially serious crimes;
- armed criminals;
- criminals who escaped from places of deprivation of liberty;
- criminals who escaped from custody;
- persons who have been found to have a substance that can harm people's health and life.
