At any modern enterprise, regardless ofthe form of ownership and the number of employees, the appointment of the person responsible for the electric power industry occurs by issuing an order (order), endorsed by the head of the organization (general director).

The order gives an order to activate the energy service as such and is appointed directly responsible for the electric economy.

On cases of absence at the enterprise of the person responsible for the electric economy

Based on paragraph 1.2.4 of the PTEP, an enterprise responsible for the power economy may not be appointed at the enterprise if:

• the organization does not engage in production activities;
• The organization's electric power system consists only of an introductory (input-distribution) device, lighting installations, portable electrical equipment with a voltage not exceeding 380 V.

In this case, the responsibility forThe organization's electric power is assigned to the head of the enterprise. The organization of the above-mentioned process is the result of coordination with Gosenergonadzor. In order to achieve the result, the head of the organization should write an appropriate statement of commitment, not requiring confirmation of authority and qualification.

Terms of reference for the person responsible for electrical safety at work

Responsibilities for the electricity sector are:

• development and maintenance of documentation related tomaintenance and operation of electrical equipment and electrical installations, the basis for which is the "Job description of the person responsible for the electric economy";
• organization of training, instructing, testing knowledge and admission to the independent operation of personnel serving electrical equipment;
• organization of safe conduct of any kind of work of electrical installations or related to electrical installations, including personnel sent from other organizations;
• ensuring timely and high-quality maintenance, scheduled work and preventive tests for the prevention of repair;
• the organization of the calculation of needs for electricity and monitoring its use;
• participation in the implementation and development of measures to rationalize and save electricity consumption;

  

• control of the availability and timeliness of tests and inspections of fire extinguishing agents, specialized tools and sanitary installations in electrical installations
• ensuring the procedure for admission to the connection and operation of reconstructed and new electrical installations;
• organization of operational maintenance of electrical installations and the elimination of any kind of emergency cases and situations;
• ensuring verification of compliance of electrical supply schemes of an enterprise with operational actual parameters, a mark about an inspection carried out on this subject (at least once every 2 years);
• organization and revision of power supply schemes and instructions (at least once every three years);
• the measurement of electricity, monitoring its quality and stability;
• monitoring the development of personnel responsible for the maintenance of electrical installations;
• control of the correctness of admission of workers of construction and other specialties interacting with electrical installations.

On monitoring the activities of the person responsible for electrical safety

On the rights of the person responsible for electrical equipment

In addition to the above responsibilities, the responsible for electrical facilities also has a number of rights. The instruction of the person responsible for electrical equipment says that he has the right to:

• with the permission of the head of the disconnection and decommissioning of electrical equipment and networks, if they do not comply with TE, OT and PB;
• on the basis of the schedule approved by the management, stop the operation of electrical equipment for the purpose of searching, checking or carrying out repair work;
• non-admission to work with electrical equipment and the installation of personnel who have not passed the test of knowledge;
• removal from the production process of employees who violate the rules of labor protection;
• submission of complaints about the work of staff with electrical installations and equipment, followed by bringing them to justice;
• give instructions to the rest of the staff on the issues of adjustment, installation, repair, maintenance of electrical equipment;
• Represent the non-commercial interests of your organization in cooperation with other enterprises;
• request information and reports from end users at any level on the use of electrical energy, the implementation of repair and commissioning of electrical installations and equipment.

Provided that the person responsible forelectrical facilities poorly, untimely or unskilled perform the duties assigned to him by the order of the head, his actions may entail punishment, which will be expressed in certain sanctions imposed by the leadership.

On emergency situations at work and their causes

The list of actions committed or not committed by the person responsible for electrical safety, leading to a violation of the stability and safety of the production process:

• violations committed in the operation of electrical installations and electrical equipment;
• poor-quality, untimely preparation of reporting documentation governing the performance of the functions entrusted by the management;
• unreliable information about the current situation at the enterprise (regarding the specialization of the person in charge);
• poor-quality, untimely maintenance of the electrical network and electrical installations operating at the enterprise;
• failure to comply with the safety regulations during the operation of electrical equipment and installations;
• non-compliance with the requirements and requirements of the State Power Engineering Supervision Authority and higher-level persons and organizations.

The list of possible types used in cases when the duties of the person responsible for the electrical equipment are performed poorly, sanctions:
