The city of Pavlovsk was founded in the early 18th century.the great emperor Peter I. By his order, merchants from Azov and Taganrog were moved here, thanks to which this place became an important trading center. Initially, Pavlovsk played the role of a strategically important military shipyard and fortress. It is important to note that during the first period of the settlement's existence, prisoners of war captured by the Petrine army in the Battle of Poltava were engaged in its arrangement. In 1711 Pavlovsk received the status of a city. This place became the birthplace of the great Russian fleet. It was here, at the Pavlovsk shipyard, ships were built, which became the support of the imperial army. In addition, foundry and cannon factories were founded in the city. Guns, nuclei and bells were cast in their walls. That is why in the 18th century. the city was called "small St. Petersburg". Over time, there was also a garment factory.
